There are OSHA guidelines; this range probably should have followed them.
Tam, it looks like the company that was cited is actually in the business of servicing ranges–removing lead/copper/etc from berms, etc.
Eagle is right; the employees of the company in question are actually digging up the stuff, probably without personal protective equipment.
The company probably just gave them some shovels and told them to have at it. Not good if you’re digging in lead-contaminated soil.
Remember, I do this to entertain me, not you.
