OK – I just realised that the city in question here is Columbia SC and I actually happen to have a relative who is a deputy for that department (small world).
That being said, I have actually seen the shooting qualification requirements (my relative recently had to do his yearly qualification), and I must say that it is really easy. Probably right on par with what CWP holder shooting tests are for most states – hit x number of rounds at distances x, y, and z. They have to do the same qualification test for their primary sidearm as well as their backup… So if its easy enough to do with a Kel-Tec, that tells you something dont it?
There is really no excuse for not gettting it done.
