I have heard that, during Vietnam, US forces would salt ammunition cashes with cartridges that had high explosives loaded into them instead of regular powder, so that when the guerrillas would find the cash and use the ammunition, the sabotaged cases would destroy the gun and possibly injure or kill the user.
I wonder if this is the result of something similar.
