It makes a kind of twisted sense. Since there are so many kids wandering about with real guns in the Middle East, shooting first is a viable option. This way, the Iraqis won’t have to worry about finding a toy gun in the corpse’s hand.
They’re only airsoft guns. They teach invaluable lessons, without being lethal. Prohibition breeds ignorance. Better that they make their mistakes with airsoft guns, than grow up ignorant and make their mistakes with real guns.

Well, banning the real ones would get the ministry operatives all shot up, so starting with the toy guns makes more sense.
