The Nevada Highway patrol was in charge of determining if a state met the requirements for reciprocity, and some ‘tard in that office decided in 2009 to interpret the law as narrowly as possible, resulting in no out-of-state CCWs having NV reciprocity.
So the legislature is fixing this by bitchslapping the highway patrol and taking away any decisions concerning CCW out of their hands by making it permit free.
Looks like SB176 simply redacts the references to a permit and other firearms provisions in the law. Between VT and AK, does one have law that is silent on concealed carry and the other written to guarantee it?

Only gave it a brief read, but does it remove the Nevada permit altogether or just render it superfluous except for reciprocity?

Nevada Revised Statutes specify that the Dept of Public Safety (“the Department”) determines which states are recognized: http://www.leg.state.nv.us/NRs/NRS-202.html#NRS202Sec3688
