You could tune them with drops of waterglass, liquid epoxy, modeling clay, etc. at the bottom, to raise the pitch.
There are enough different cartridge cases that you could probably come very close to the desired pitches in the first place if you have access to many different cases. Make sure the flash holes are sealed– don’t decap them, or plug the holes of they have no caps.

I bet it tastes funny to play it. Sort of like used primer and burnt powder, with an aftertaste of lead and brass.
