The Bill was written by an ass. What it should have said is a simple declaration that CCW by a worker on his boss’ property is subject to collective bargaining, but it looks like the ass who wrote it was afraid of saying it that way.

Actually the bill looks pretty good, the collective bargaining thing is just a text issue. It is actually an almost better version of the initial “Shall Issue” bill Alaska had, and look where we are 10 years later. It has “parking lot” carry right off the bat and has the “normal” training requirement that most states require for reciprocity. Reciprocity, absent the National bill passing, is usually a “step two” issue anyway.
In particular, Look at 70 (c)
(c) Any owner, business or commercial lessee, manager of a private business enterprise, or any other organization, entity, or person that prohibits persons holding a permit for concealed firearms from carrying concealed firearms on the premises ****shall be civilly liable for any injury from a criminal act upon a person holding a permit for carrying a concealed firearm who was prohibited from carrying a concealed firearm on the premises.****
That’s pretty strong right there, I’m not aware of too many other permit laws that actively penalize the prohibiter.
