We need a public registry of people who want to require requiring. Oh, we already have such registries, don’t we? That would be the lists of registered Democrats. We just need to make better use of them, don’t we?

Man’s preferred predator is bad because it does what the natural predator did.

I don’t support any sort of registry but pet owner’s choices have consequences for them and their pets.
I don’t have a lot of patience with folks who let their pets run free off their own property. Cats in particular are introduced predators which kill songbirds and wreck havoc with the (remaining) native ecosystem. That isn’t just “squishy lib enviro-weenieism”, that’s old school conservationist truth.
I don’t care if Mr. Puddy-puddy likes his wandering, if he’s outside, off his owner’s property, with a collar, he’ll get one free ride home on the basis that all pets escape once in a while. The next one though will be to the pound (I’ll inform the owner where to go bail them out) especially if it appears to be the status quo. At that point the owner is either negligent, neglectful or utterly self-centered. It’s a house pet, it belongs in the house.
If Mr. Cat (or dog) doesn’t have a collar and he’s on my or public property then he’s presumably feral and he’s going to cat jail right then. If the owner has any sort of responsibility they will go looking for them and hopefully put a collar on it.
Dog-wise, I’ve seen too many moose ripped up by someone’s little fuzzy-wuzzy out on a lark with its friends (or the local feral “gang”) to have a lot of sympathy for loose animals even in the city.
I remember a nice exchange of letters to the editor in the Tucson paper in the mid 90’s. Someone complained about coyotes killing house cats, and demanded a cull. Someone replied with the identical letter, replacing coyote with cat and cat with bird. They didn’t print my reply with bird and worm…
