A few quick questions for you to pass along to those who wamt to comply with the feds: What EXACTLY is the penalty for noncompliance, and against whom is the charge of noncompliance directed, and when will that charge of noncompliance be made, and in what court?
You might be able to save $500k by saying you are working on compliance – each year for the next 10 years – until the feds forget your city ever had a problem. Or maybe your mayor can say, “I’ll pay the $500 civil fine, and not spend the $500k.” Or you can ask the feds for $500k to complete the compliance required, or better yet ask for $2.5million to complete the compliance required.
Something I learned a long time ago is that you don’t have to play their game, you can play your own game. Then at least they have to figure out what game you are playing, before they can make you play theirs.

I-26 milemarkers and exits in Northeast Tennessee used to be numbered starting at North Carolina and ending at Virginia. Someone decided this was backwards, so they renumbered starting at Virginia and ending at North Carolina. Cost: I think it was $2 million. Benefit: Zero as far as I can tell. “The country is in the best of hands.”
