Actually, Phoenix did that along with locking up spray paint cans in hardware stores and initiated a anti-graffiti task force staffed with people working off their community service hours.
Sonofagun, it worked. We’ll see the occasional gang tag, but the days of the impromptu mural on public or private property are gone.

They did that here in Salt Lake,but it had no affect whatsoever on the graffiti.

San Antonio did this 30 years ago with no improvement in reduction of Graffitti..

Ban on sale to minors and locked up in cages at the stores in Tucson as well.
Except we still have graffiti all over the place. Our City Clowncil sponsored a graffiti competition even.

Austin has that, but we don’t have a gang tag problem and the graffiti we do have is very artistic, so overall it was kinda pointless I think.
