So are non-neutered mags illegal in Norway? If so, it just shows that the bad guys aren’t going to follow the law to acquire such weapons.
But, if they were illegal, would it be possible to export to that country? I assume if you’re doing international shipping, you should have a quick reference on the places that bend liberty over and legislate it where the sun don’t shine.
Oh! Then lets make it more illegal (illegaler!) so we can solve that problem. They obviously didn’t pay attention to that first law, maybe a few more will make them notice.

Look up ITAR.
The meathead who shipped the mags abroad without an export permit and end user cert. has committed a serious crime in the US.
This act was already unlawful.

So, under THAT logic, if some country runs out of money over there, we have to run out of money over here to bail them out? Oh wait….
