One root is the bad incentives for the federal workforce. An entry-level lawyer at an agency is told: you get a big bonus and a promotion when you are involved in a lawsuit. Until then, just give advice to the division you support. That lawyer now has an incentive to give advice that will result in a company suing the US government. Companies don’t sue the US until they have been screwed beyond all tolerance. The net effect is that bureaucracies are screwing companies just to screw them.
An entry-level scientist as a government agency in charge of some safety issue is told, you need some major accomplishment to get promoted. The easiest way to do that is to screw with the governed – catch somebody being naughty if you can, but catch people minding their own business if you must.

No warrant, no court order? File grand theft and official corruption charges with the state police! Won’t result in any charges but might encourage them to cough up the weapons.
