I remember when I could get a sleeve of Bugler tobacco for only $1.65, papers included. I would have done it more often, except the tobacco frequently was stale.
Yep, Mikee’s on it. Getting leaves to a proper state for consistently good cigars is an art in itself, and then you have to learn to roll them right. I’ve grown and rolled, with extremely mixed results. It’s fun trying though. Once in a while I get it really right.
Cigarette tobacco is even harder. It’s only an ounce or two! And when you look at your bushels of dried leaves, it will be hard to believe that after washing, soaking, flavoring and pressing, drying again and shredding, what you have there is…an ounce or two.
But you can grow some easy burley, dry it on the line, break it up and have a decent smoke, in a pipe. A couple of plants that come out right will give you a quart-size humidor of palatable-to-fine pipe tobacco.

IIRC, there was a 2,000% Tax Hike On Loose Tobacco shortly after the anointed one assumed the Presidency.
