I actually was left wondering what are they hiding. This strikes me as a cover designed to hide something else. A head dodge if you will, to draw the conversation to one place while they quietly toil away somewhere else.

I suspect that NYPD is working on some other anti-terror operation/tool, and they leaked this (eeer, came out and said it) to distract attention away from what they are really doing.
Now if they started mounting 40mm bofors guns on the chopper well then I would be impressed.. Then really impressed when they fired them from a helicopter…
Well, since they already said that they have a “CIA Liaison Officer”, I’m sure there might be a few Stingers that just happened to “Fall off the Truck” as they were being sent overseas from JFK.
This AA ability would be great! They could use it to shoot down an enemy plane over the city that was trying to crash into the cit…wait, how does that help?
You can’t really bring down a plane with a .50 Browning sniper rifle. Despite claims from the dishonest VPC/Brady Bunch that they were flogging so hard a decade ago to attack .50 BMG rifles.
They have no sighting system capable of hitting a plane in flight with a single round, a single hit is unlikely to actually find a vital part to bring down the plane.
.50 Browning machine guns were antiaircraft weapons, only against low flying aircraft, in dual or quad machine gun mounts and not with the greatest of success.
Actually, they just modified all the police radios to work on aircraft bands as well. So they call up to the plane and order them to pull up to the curb, er, land. It’s the Law!
Well technically you could bring down a moving plane with a 50 cal precision rifle, with a pin point hit on something vital, like say, a pilot or two. But that would either be ridiculous luck or the greatest act of badassery the world has ever known. Simply having a 50 cal and saying you have AA capabilities is a bit like me saying I have my own private band because I have a Casio keyboard.

In the entire New York State counterterror apparatus, I’d be shocked to find out if 5 people actually read Art of War in its entirety. Of those, 2 actually understood it, one of them doesn’t see the application, and the other one was transferred for being to loud in his opinions.
I wonder what would happen if you asked the NYPD on live television, “Yeah, but when you shoot it down… where do all the pieces go?” and just watch the guy’s mouth fall open. Guarantee they’ve never even pondered the question.
As far as that goes, you can shoot at an airliner on terminal approach to its ground target with a shoulder-fired SAM, and it would still hurtle more or less toward its target just through inertia.
I wouldn’t worry, the NYPD way is too buy all the cool high tech/go fast goodies then lock em up so it doesn’t get used, broken, lost or stolen. Even then they make sure not to have any money to maintain said toys. Alternate approach is to only train a small number of people with said gear and then lock it up as far from where they work/live as possible. A corollary to this dep;oyment strategy is assemble all your really shiny toys(response equipment)and command authority directly around the target. Sometimes its like Gecko45 has taken over the HQ.
