A bunch of them are Peltzman effect driven. It’s not that wearing a bike helmet (or using anti-lock brakes or wearing sunscreen) is less safe. It’s that for some portion of the populace, this added safety will be seen as license to be a bigger dumbass. When you aggregate all the effects, the dumbass group will have offset the benefits from everyone else.
