Modern emissions testing tends to be crap anyway. In Delaware they started checking your cars onboard emissions data instead of doing an independent external test. Stupid. The guys who have gutted their emissions equipment for performance reasons will have have modded their emissions sensors so their fuel injection still works properly.

I don’t think it’s federal. We don’t have anything in IN. I remember going with my mom every year to get a sticker, but they did away with it many years ago. My brother told me they had emission testing, and they put his diesel Rabbit through the same test regimen as a gasoline car. Derp.
Not all of Tennessee requires this. Only those areas known (historically) to be centers of criminal activity. Note that even – or mostly – governments can be criminal; they are the ones who benefit most from kickbacks; i.e., extortion.
Does everyone have to have an emissions test?
No. Only gas or diesel-fueled vehicles weighing up to 10,500 pounds, that will be registered in Davidson, Hamilton, Rutherford, Sumner, Williamson, and Wilson counties, as well as those registered in Memphis, will have to undergo emissions testing before they can be registered or have their registrations renewed.
In Middle Tennessee, vehicles made in 1974 and earlier aren’t required to pass emissions tests, . . .
VEHICLES THAT REQUIRE AN EMISSIONS TEST
A car, truck, motor home or RV (recreational vehicle) requires an emissions test when:
It runs on gas or diesel fuel
It is a vehicle to be registered in Davidson, Hamilton, Rutherford, Sumner, Williamson, and Wilson counties, made after 1974 with a manufacturer’s gross vehicle weight rating of up to 10,500 pounds
It is a Memphis vehicle of any model year weighing less than 26,000 pounds
Are there any other testing exemptions besides vehicles not registered in those counties?
Yes. Motorcycles are exempt, as are vehicles currently out of state or out of the testing area.
It is a national EPA thing. The reason it’s not everywhere is that it’s based on air quality. Davidson county (Nashville) and surrounding counties, Memphis, and I thought Knoxville have to do it, but the rest of Tennessee is exempt. Oddly enough, my dad has informed me that the Detroit area no longer has the requirement because the air has become clean enough. I’ve known that I could breathe easier up there for awhile, and now I have proof.
My take is that I wish they would either get rid of it or make it mandatory for everyone. I’m sick of having to deal with the hassle while getting stuck behind someone from, say, Coffee county whose belching a steady stream of blue smoke out their tailpipe.

Ohio had this for awhile. The big problem was there was no waiver for AD out of state military.
