I believe that was the intent of the founders. Since each state has its own constitution, and the FedGov was supposed to be weak, that was the thinking.

The idea that an issue is best left to the states is refreshing. If (as many of us have argued for years) some issues are best left to the states, it would be hypocritical to say “exscept in this case.” And he seems to be talking about reasonable regulations which is allowable under Heller and McDonald.

The Second Amendment doesn’t say “Congress shall make no law”, nor does it say “shall not be infringed except by state, county, or local government.”
The sentence clearly ends after “shall not be infringed”. There is no room for ‘buts’ in the right to keep and bear arms.
Anyone who cannot be trusted with a firearm cannot be trusted without a custodian. (h/t David Codrea)
