Constitutionally, the ATF is an UNLAWFUL agency. The Federal Gov’t has NO “delegated powers” over citizens using alcohol, tobacco or firearms. It only has power to govern “such part of the militia” (armed citizenry) that is EMPLOYED by it. (Article I, Section 8.16)
