There is already a de facto nationwide ban on open carry without a permit. It’s called the Gun Free School Zones Act. Can you be absolutely certain when walking in a neighborhood that you are not within 1000 feet of a school?
Though I am unaware that the Feds have ever prosecuted (or even arrested) anyone for violating the Fed GFSZ act.
On the other hand, State level equivalents of the Fed law have been used to screw with people. California in particular.
In fact, one open carrier in California who was falsely arrested and then released for open carry, had the cops come back later and bust him for violating the California school zones act. The poor bastard didn’t even know there was any school in the area. The cops had first arrested him on private property as he was at a neighborhood laundromat.

So the next step is to find some good test cases and start working through the courts to get “Shall Issue” the law in CA.
