That income thing is very true. In an area where the taxes are low the income also tends to be low because there is nothing to tax…. If everyone in Tennessee where living the good life the hell would be taxed out of you…
Or have we forgotten the legions of LEOs sitting by the side of I-40 (Southbound, of course) just waiting to pounce on unsuspecting out-of-state drivers and steal their “drug cash”? In case we have forgotten, let’s go back to the tape, shall we:

There was a site I saw some time ago that ranked states based on the percentage of total revenue from in-state versus out-of-state sources. Nevada, for example, has no income tax, due in part to the fact that a significant slice of Nevada tax revenues are effectively paid by tourists (through the gaming taxes) rather than locals.
One perspective is that Tenn. came out looking good on that scale, because everybody else is so over-regulated. Believe me, we have plenty of bureaucratic, regulatory overlay. Sort of like the US dollar being OK because everywhere else in the world is economic bedlam.

You don’t need to tax much when you’re nearly in the top quintile for Federal largesse received either.
Doesn’t seem to be doing much for infants though.
I don’t doubt that TN is a cool place to live and I’m certainly not in favor of bagging on Tennesseans per se…but a little perspective seems in order.

We have plenty to improve on, but it’s a great place to live and work.
