Of course he claims he was in the Army. It makes him appear legitimate.

Depends entirely on if you’re in ROTC on scholarship or not. If you’re just taking Military Science I and II classes, then no, you’re not Army (or whatever.) But if you’re on scholarship, you have to swear an oath, and are technically enlisted into the Reserves (hence your pitiful monthly stipend) and are subject to being called to active duty in event of an emergency.
