Same here in Georgia. No NICS check with Georgia Firearms (now renamed Weapons) License.

Does that “Wapons License” allow the holder to carry any weapon that is legal to possess in GA.
The Tennessee Firearms Association has pushed for that here in TN as well as dispensing with NICS for those who have a TN Handgun Carry Permit.

Checks are waived in Texas for permit holders. Texas has one of the largest populations of permit (we call them CHL) holders in the country. Ergo, NICS check counts significantly under report gun sales.
Personally, I have bought a double handful of weapons without that NICS phone call in the last couple of years and I know many others who have as well. Each and every weapon still has a full 4473 form on file, however, and they say there’s no gun registration in this country.

You’re correct, we have defacto registration in that regard. But I have heard it reported that the FFL dealers are required to hold the 4473’s on file for 10 years. Does anyone know for sure on that? I bought several guns (2 of which I still have including a semi-atuo .308 rifle) from a local gun dealer and he eventually lost his FFL for supposedly not doing the paperwork according to another friend hwo bought more than I did form him. Hopefully, he neglected to do the paperwork on mine. But I wonder if the BATF gets the 4473 paperwork when someone loses their FFL??

Ron W, if you filled out a 4473, and it was on file with your dealer when the BATFE shut him down, it’s in their files now.
Since retaining 4473s isn’t difficult, it’s more likely it was other paperwork he wasn’t keeping up with that got his FFL pulled.

No, the weapons license does not yet cover everything that is legal to own. Right now it is firearms and basically swords. But 2 years ago it was just firearms. We got the license name changed and added one weapon. The push to add other weapons is ongoing (just got knife preemption this year).
Also, all it takes for a license to be NICS exempt is for the license to be (re)issued no more than every 5 years and before being (re)issued, a NICS check has to be ran and come back clean.
Looks like all TN needs is the NICS check as a condition on issuing a license.

No NICS check in Nevada for permits issued since July 2011, so our NICS numbers are on a downward trend (all else being equal) until 2016.

No, not really. The STATES do not waive the NICS checks for purchasing firearms, Federal Law does. But only for those states where the requirements for having a permit/license mean the license holder has had a background check thru the Feds in the last five (IIRC) years.
So lifetime permits are nice, but do not allow bypassing NICS. There was a state that lost the NICS bypass advantage after they changed their law to not require background checks thru the Feds. A couple years later the legislature put it back in, apparently so licensees could again buy firearms without a NICS check every time.
I was told in CHL class that this is one (probably minor) reason that Texas Peace Officers will get their CHL on their own; just having the law officer credential does not let one bypass a NICS check when buying a firearm.

In Kentucky, as I understand it, the NICS check is waived at the time of purchase of a gun…but this is because CCDW holders have an automatic NICS check run on them every 28 days. This would actually contribute to higher numbers in the total amount of NICS checks being run.
