Well, it IS California…..how about a “captive release” program instead, they buy up 10 store bought plants and plant them wild instead of spending a fortune to move the one??

Decades ago, a Chem Prof at my university learned that a dam was being filled nearby. He knew that a patch of rare native plants would be inundated, so he dug them up quite illegally and transplanted them to a quiet corner of campus, in some woods by a stream. Then he kept his mouth shut when some years later the campus announced with delight the discovery of the rare species growing on campus. He told his secret years later, after he retired. That’s how we Chemists roll….
