As a legal matter, the Federal Government can not order recalls. A recall is, by definition, voluntary. The government can pressure a company to recall products. If the ‘recall’ is mandatory, the government gets a warrant and the recall is called an ‘injuction’ or ‘seizure’. The 4th Amendment doesn’t get a lot of respect these days, but it is still the law of the land.

To play devils advocate it is my understanding that shotguns unlike pistols are not drop safe. Now I know this doesn’t mean that it will necessarily go of if dropped but that there is a chance that the firing pin could bounce and the gun go off without the trigger being pulled. Now this doesn’t mean NBC doesn’t have an anti-gun agenda but Remington seems to be arguing about the details instead of saying “Our guns cannot go off by being dropped” so why not make them drop safe.
