I taught my kids that there is a difference between a tool and a toy.
Tools get used for their intended purpose, because they are designed specifically for that purpose, and tools are not to be used except to do their intended job. No using a flathead screwdriver as a chisel, no using a power drill to annoy the cat.
Toys are for expanding the imagination, and cannot be misused. The stuffed animals being dissected on the dining room table by little sister are perfectly fine. Especially after the extra parts from Mr. Potato Head were added by big brother.
