I have 2 of the Mark II. They are very accurate and dead reliable. Best inexpensive bolt action rimfire out there. I need to add one in .17 HMR to the stable.
I have a MK II BV and love it. It’s a well-built tack-driver and the AccuTrigger is fantastic. IMO the MK IIs are best value out there, 10/22 included.
(I have & like a 10/22, but I had to put a fair bit of aftermarket stuff into it for reliability & de-sucking the trigger. Total cost is greater than the Savage and it’s still not as good to me.)

For the price, that rifle with those features is a nice deal. You can, however, get a bone stock Ruger 10/22 for less.

Cheap 22? I bought a used marlin for $25. Works great, pretty darn accurate.
