Eleanor Holmes Norton needs to have the U.S. Constitution read to her, and explained to her by someone who is fluent in English. She obviously is not.
The Constitution, under Article 1, Section 8, establishes a federal District to be the seat of the government of the United States, over which Congress shall have exclusive power “To exercise exclusive Legislation in all Cases whatsoever, over such District…”
Eleanor Holmes Norton does not live in a State; she lives in the District of Columbia, which exists solely to house the federal government of the United States of America under constitutional authority. Ms. Norton is not being held under any threat and forced to live in the District of Columbia, she is living there voluntarily.
If Ms. Norton is dissatisfied with the political restraints accompanying living in the District of Columbia she should either seek redress by amending the Constitution or move to a State. Until either of those ends is achieved she should STFU.
