C-Span also doesn’t do a great job of explaining votes in every instance. Earlier, I didn’t think they made it clear it was a motion to consider rules of debate.

Well, you have to agree (vote) to have a vote on holding him in contempt. And you have to agree (again, another vote) on what the rules are for the vote you are going to hold to find him in contempt. And the , yes, you need to vote on holding him in contempt (and if there are any alternatives offered, you need to vote on those as well).
