Is it only for New Jersey, or can the rest of us play?
Anyone can download and use this android app.

They even have a number you can speed dial to make remote audio recordings if you own an old dumb cellphone.
Hit the button, and whatever your cellphone records goes up on the internet permanently as a publicly viewable file.
The New Jersey ACLU version also has buttons with pocket legal advice during stops.
In fact, one officer in Arkansas actually used this service to preserve evidence of being abused by a suspect!
Remember, I do this to entertain me, not you.
