And apparently the rifle was a .22 caliber replica of an AR-15. Which would explain why the mag jammed. Large cap .22 mags are notoriously fickle; not to mention the guns themselves.

That article doesn’t prove that he didn’t have a reall rated vest. It just shows that he didn’t buy it from that particular retailer.

The first helicopter shots showed an AR laying on the sidewalk outside the emergency door with a 30 round mag in it.

This image shows what is undoubtedly a ballistic vest that is supposedly his. You can also see what might be the equipment vest they’re talking about to the left.
The report that he had armour supposedly came from the police press conference, so I think it’s pretty reliable. He probably just didn’t get it from that particular supplier.

It looks like he was wearing a rifle-rated trauma plate on his chest, not full body armor.
And the photos of his rifle contradict your story, emdfl.

“Oversight” of course has two, practically opposite meanings. According to Encarta;
1. a mistake, especially as a result of a failure to do or notice something.
2.the responsibility of supervising something.
