My understanding is that they have a small group (about 100) of ocean going federal game wardens enforcing the Lacy Act and the Magnison Conservation Act.
Added up, it’s 46,000 rounds of .40 S&W. NOAA has a uniformed services side. A friend of mine was a commissioned officer in NOAA. Their boats have small armories on them, including M-14 rifles.
The one question I see is “why does the western acquisition in Boulder order for ME, MA and NJ?” Someone must be having end-of-fiscal-year funds to spend 😉

Apparently, it’s not the weather service, but the NOAA who is ordering the ammo. The NOAA has a law enforcement division for fisheries..
