How about if the forfeiture law is changed so the agency doing the confiscation gets zero, zip, nada out of the money taken, instead of some-to-all of it?

I need to look into this more (have it open in a new tab to read about), but my first concern is this: No drugs need to be present–large sums of cash can be seized and accused of being drug money, then you have to go to court and PROVE that the money didn’t come from drugs.
What if the ATF wants to harass people who are going to or from Gun Shows? Think of the guys that go and liquidate several pieces of their collection, or who sell a bunch of ammo/accessories. If you don’t have receipts and can’t produce all of the people you sold to as witnesses, how will you Prove you weren’t selling drugs?
Yes, this would create a ton of backlash, but if Barry gets a second term and isn’t scared of needing to get re-elected, I could see them trying this. Perhaps they’ll be smart enough not to do it often, but what if they have a beef with somebody…

Local cops in east Texas rob people using asset forfeiture laws. May as well let the feds rob people too.
