Folks already travel in Texas on gravel Farm and Market roads at 85 mph.

Now I won’t be breaking the law when I do 85 in school zones!

The 85mph limit is starting on a toll road, a beltway around Austin. They have raised the limit in 5mph increments over the past year or two.
This relatively unused, privately funded toll road is several miles longer than the free – but bumper to bumper, stop and go – interstate that goes right through town. And it needs to be paid for, or somebody (taxpayers, I think) will be on the hook for it.
So the speed limit has been going up and up, to attract more paying drivers.
