Small government and free-market capitalism are about to get put to the test in Honduras, where the government has agreed to let an investment group build an experimental city with no taxes on income, capital gains or sales.
Proponents say the tiny, as-yet unnamed town will become a Central American beacon of job creation and investment, by combining secure property rights with minimal government interference.

I shouldn’t say that. The Honduran Government may be the very model of a lawful and limited .gov, though I suppose if that were the case, the experiment would not be needed.

I would think that pretty much any system—including communism—can work on a small scale basis like that (the problem is that human civilization isn’t small scale). I’m guessing it will be a success, especially since the people attracted to such an experimental city (regardless of political system) will undoubtedly be those people who want to live under such a system and want it to work.
