Well, it’s kind of misleading. When I worked as a dispatcher, we hated cold and rainy nights. You could count the number of calls on one hand, and absolutely none of them would be police related. Criminals tend to stay inside when the weather is bad.

Yeah.
Like Gladorn said, good weather lets the Youths stay out more comfortably, and thus they cause more trouble shooting each-other.
It’s a lot more awkward to get your gang posturing and fighting on when it’s frozen as hell.

Also, there are practical reasons for less lethality of shooting in cold versus warm weather.
Heavy clothing worn in winter can result in less effective wounding by handgun rounds, due to a larger target with less indication of where the flesh ends and clothes begin, decreased expansion of hollowpoint rounds, and better protection from shock after a shooting.
