Same thing with the difference in arrest rates for crack and powder cocaine. Crack dealers and users are arrested at a higher rate not because of some huge malicious racist conspiracy but because it is considerably easier to detect street level dealing and use, which happens essentially out in the open, than dealing that happens indoors on private property, which is more often the case with powder cocaine.
Now, as for the difference in sentencing guidelines, consult your elected representatives.

ISTR the differences in the sentencing guidelines are the result of Jesse Jackson types lobbying for the gubmint to do something about the scourge of crack in the inner city.

I think it is a fair claims. It’s not that black people have more drugs — it is that black people get SEARCHED more for drugs.
