This will cost too much money. Not enough political will by Dems in making it revenue neutral through fees. Besides, if you look at the trace results being used in actual prosecutions, the cost to benefit ratio is unsustainable. Trace actions are usually done only to satisfy agency or political requirements that “something is being done”. In most of these, the doer(s) are usually deceased so all it does it provide report fodder.
