The problem is that those laws are symbolic while gun control laws have real legal and safety consequences. So here is a model law requiring gun ownership.
1. All adult US citizens and legal permanent residents are required to own at least one firearm.
2. Exceptions are allowed in the following circumstances. Anyone not wishing to own a firearm must contact the Sheriff each year and affirm one of the following:
a) they are a prohibited person under some provision of state or Federal law; or b) they are physically unable to operate a firearm; or c) they are philosophically opposed to the use of deadly force for self defense.
3. In the event of subsection 2c) being invoked, the person must sign, under penalty of perjury, that they so believe. This statement may be revoked with proof of purchase of a firearm. Each person must sign a statement affirming that they are aware that the Supreme Court has ruled that peace officers have no obligation to protect an individual and waiving their right to sue any police agency for acts of violence committed against them by non-peace officers. Each person must pay a tax (thanks John Roberts) offsetting the the costs incurred by law enforcement due to their lack of deterrence of criminal activity. The tax may be waived if the person posts a sign of county design stating “Gun free home” This sign must be posted in a location visible from the outside.
4. In the event of a person not meeting the exceptions in Section 2 but unable to afford a firearm, the county shall issue them one from surplus seized firearms or charity donations.
5. Violation of this ordinance shall carry a fine of {local maximum allowed} and revocation of the privilege of driving a Prius on local streets.
