At the Inner Harbor tourist area of Baltimore, the street kids from surrounding ghetto areas offered to top off the parking meters if necessary, for a $5 fee.
If you got back before the meter expires, no charge. If they added a quarter and saved you from a $40 to $100 ticket, you gave them $5.
I found it to be one of the most acceptable forms of kids earning money in the entire city while I lived there. The meter maids didn’t complain, either – those were some tough kids.
As to the linked article, if there isn’t a law against it, and I don’t see how there could be, there is no basis for a suit.

Local news have claims from the meter maids that the Robin Hoods are doing more than just video taping or talking to them. Some claims of physical intimidation. Not sure if they have merit or not. Probably not since no arrests have been made.
I hope they get this thrown out as illegitimate. No doubt the town is ripped because of the loss of revenue, and Keene has historically been fairly liberal. Not as bad as Manchester or Portsmouth, but still fairly blue.
