This seems like one of the least onerous named-for-a-person laws I’ve heard of. The wording is probably ambiguous, and it doesn’t seem to take into account the degree to which the adult is disabled, but in this particular case that mother definitely deserves some kind of repercussion.

So if you acquire caretaker status for a mentally disabled person, you’re stuck for life? There has to be an escape clause somewhere! They seem to have found one, and blocked it.
It’s not good to abandon somebody helpless — but there should be some well-defined way to transfer custody to somebody else, perhaps the legislature that passed this law.

What happened to all of the retarded people? Where did all of these “Intellectually Disabled” people come from? To me, Intellectually Disabled” easily translates to “Politician” which I am fairly certain a number of them abandon themslves in bars all the time.
