But they don’t have “quotas”, they have “community contacts”

It won’t stop until Mayors and Sheriffs lose elections based on police misbehavior.

My town has so many issues, they set aside $10M per year for police misbehavior lawsuits. And they exceed the amount anyway because they settle everything to have not to defend anything publicly. Independent of the administration, it’s just in the noise “for making our streets safer”.

“Community contacts”: 10 – 20 % snitches (“informants”), 80 – 90 % victims (“citizens”).
“Law enforcement” as source of revenue and (not coincidentally or even accidentally) entertainment/amusement.

This starts at a level higher than the Chief-as law enforcement is geared more towards customer service instead of peace keeping, revenue generation becomes a top priority. Scoring tickets and low level arrests that generate fines isnt peacekeeping, its pussy beauracracy.

It’s just a few bad apples, see? Except for when the entire department is so corrupt they’ll raid a fellow LEO’s house (who’s not “with the program”), arrest him and have him committed to a psych ward for 8 days.

“It’s just a few bad apples, see?”
Depends, of course, on a very LOOSE interpretation/definition of “few”.

So Scott, the entire NYPD raided his house? That’s what your statement implies, and it is contrary to fact. The reasoning for Schoolcraft being commited to to the hospital has never fully been disclosed( and probably wont be until after the trial), only Schoolcraft’s opinion of why it was. Even his version of events doesn’t sound kosher.
If I’m not mistaken, an internal investigation by NYPD confirmed that members of management were creating qoutas and underreporting crime. So to suggest the entire Department is corrupt is bullshit.
Generalizing a group simply because you don’t like them is bigotry, and discredits anything you have to say. This may come as a shock to you, but there are plenty of police officers in the US who aren’t corrupt and don’t stomp on the Constitution at their liesure.
