Blind Trust
Iowa issues permits to carry to the legally blind. So. Are they hurting anyone? I don’t know about Iowa law, but in TN there is a requirement of proficiency and shooting (not a difficult one). And I know of one legally blind person here who got a toter’s permit.

I live in Iowa. You have to have either passed a proficiency test or taken a firearms training course by an NRA certified instructor (not necessarily an NRA course though). There is a Sheriff in one of the counties whose daughter is legally blind. He is in total support for her getting a carry license.
Legally blind does not mean you cannot see. Likewise, not being able to see does not mean you cannot be proficient and safe with firearms usage (it may make it more difficult, but not impossible).

Legally blind doesn’t mean only darkness… I have friends who are legally blind with out glasses. With glasses, they can drive cars…

My dad is stick and glasses blind. He passed the Texas license shooting qual.
He also abides by the Dirty Harry axiom, “A man’s got to know his limitations.”

One does not need 20/20 vision to shoot a thug who is on top of one.
A blanket prohibition on the blind being armed would be an invitation to every thug to victimize them.

PA has never denied a LTCF to blind. I have a blind buddy who has one and he goes shooting. He uses sounding targets and shoots pretty well.

Having taken the TX proficiency test twice, once for my initial CHL and again for renewal, and scored top shot in both my classes (while being only moderately competent at the range compared to other shooters) I believe a person could shoot it with closed eyes and pass OK, just point shooting.
Is it a bad thing that the test is easy to pass? No.
In one shooting test, a jammed semiauto caused a person to fail and need to reshoot later, but I think that is a lesson worth learning during a test rather than later under more stressful conditions.

When dinosaurs trod the earth and I was in college, there was a non-sighted female person I used to [run into] on the main walkways once in a while. Those were heavy traffic areas, and I would offer her an arm to speed her on her way. Yes, damn you for asking, she was pretty.
So, fall of the year, we get the swamp gas. Fog so thick…anyway, about 3 feet visibility. Sounds of people going down on the concrete. I had to tell her what the problem was. And she led me. We were even.
When you’re going up a dark alley, follow the blind man. Your typical white cane is about 16-gauge.

The Iowa permit is not just for guns it covers lots of self defense weapons.
