I knew a purchasing agent for a large university. He frequently had to navigate through the desires of researchers and administrators to buy stuff that he was specifically forbidden to purchase by law.
When such issues arose, he frequently found that there were zero penalties associated with violations of the law, and went ahead and got the university folk what they wanted.
What penalties apply to anyone violating the law Congress passed? NONE. It isn’t a violation of any law for CDC to commit gun research. All Congress did was remove all federal funding for CDC research of guns.
So what Obama has done is a violation of the Constitution, which requires federal funding to originate in the House.
But ain’t noboby gonna mention that, because a president violating the Constitution does have specific penalties associated with it – and Clinton showed that there is no will to enforce them in the Legislative branch.
Mikee, the antideficiency act makes it a crime to spend money w/o authority. Obama keeps commiting criminal acts because he has no fear of prosecution.
