It will likely be decided under the Equal Protection clause of the Fourteenth, like other licensure issues for resident aliens. There is no rational relationship between citizenship and the ability to comply with the requirements of the concealed carry law, or to drive a car, or to practice law, etc. It also helps that Congress, which has plenary power over immigrants, allows through the GCA firearm ownership to permanent residents same as citizens.
Good for them, green carders are just as likely if not more (I think it more but the libs feel the need to slip illegals into those statistics so I’m not entirely sure) to be victims of violent crime as the rest of us.
