Every couple of years, I take the family there for vacation. It’s a fun town, good food and lots to do. I’ll probably stop going there now: Talk About Your City’s History, Get Hit With Over $1,000 Fine in Charleston
Rickshaw operators are not licensed for speaking tours, apparently.

Not sure about Charleston specifically but in most historic towns with these types of laws there is a loophole: If the “guide” wears a costume then it can be considered a “performance” and not a historic tour. This is why you will often see tours given by some ridiculous looking person in period clothing, complete with top hat, a cane and frilly shirt, speaking in a mock turn-of-the-century accent! I avoid those tour guides at all cost.

1st Amendment is suspended for giving speaking tours in Charleston unless you bribe the police by buying a speaking tour license. This is “protection” money for the mob police.

Good,stay away, cant hardly move around here now with all the filthy tourists. You will not be missed.
