They keep using that word. I don’t think it means what they think it means.

Doesn’t matter. Misuse it enough and it can mean anything.

They don’t know what it means.
Most people doing so are simply parroting an “authority”.
The “authorities”, well… I’d expect the motivation is partially deliberate confusion [given that this is a known and undeniable tactic thanks to archives of the whole “assault weapon” definition] and simply being bad at understanding laws.
When the convenient misunderstanding fits with what you want to believe, well… most people, no matter what side they’re on, don’t check nearly thoroughly enough to make sure it’s more correct than convenient.
