I might sound like an idiot here (that’s okay; I’m used to it) but what was the dingbat actually talking about when she/he said “shoulder thing that goes up”?
Was it a part of a gun?
A shoulder strap?
A holster?
I never saw the original source of this (or I forgot it!).
Look at an M14/M1A. It has a metal lever thingy on the tailstock that flips up so the stock sits on your shoulder. Ergonomics. Might be able to find a picture on Google images.
The original source you’re referring to is a video of misrepresentative Carolyn McCarthy (D Ranged) referring to the hated “barrel shroud” (more ergonomics) as the shoulder thing that goes up.

Okay, so it’s the same sort of logic that wants to ban “scary” rifles*.
