NFA sales up 380% from 2005-2013. The ATF also wants to hire 15 more people to process NFA transfers. I’m not sure why this check can’t be done in less than 2 minutes what with NICS and all.

Cuz that’s not what they’re looking for.
Takes time to go through campaign finance records, figure out what groups you gave money to, check al the closets for any skeletons, etc.
Once they’re convinced they can’t make a case against you, you get approved.

I understand the original idea behind the wait. The idea was to convey a seriousness of the situation to people applying for NFA permits. You have to remember all of these policies were written in the 1930’s.
Back then when you wanted something valuable or important you had to wait for it. That line of thought is out of place in today’s instant gratification America. It has got to be done right now, my way. Me Me Me my my my.
Of course these days I am quite sure a lot of the processing time is purely punitive but that was not the original intent of the laws.

NICS is not sufficient to meet the mandate for a NFA background check, per the US Code, as far as I understand it.
(Remember, Mr. Kisling, that the entire point of the NFA was to be “punitive” to gun ownership.
The original plan was to ban handguns entirely; thanks to the NRA, IIRC, the handgun ban was scrapped – but that makes the NFA’s structure clearer.
Handguns: Banned. Short-barreled long guns: Punitive taxes. Long guns: Unregulated [by NFA].
What we have now is only the punitive taxes on an intermediate class … intermediate between two non-NFA-regulated classes.
That $200 tax stamp was a punishing amount of money in 1934.)

Things of great value used to be worth waiting for; now things of great value are expected to receive treatment above and beyond normal bureaucratic sloth and get done in a modern time frame – i.e., as nearly instantly as possible!
After all, the applicant is PAYING for the extra processing and thus sees the application’s delay as poor customer service.
The ATF sees the customer, on the other hand, as seriously in need of all the bureaucratic servicing they can get away with.

$200 inflation corrected to 2014 dollars is ~$3500. Imagine if that was the fee now. How many suppressors would be sold?
In 1933 the tax essentially doubled the cost of a Tommy Gun.
The money was the punishment.
Now the wait and the insult of having to ask ‘pretty please’ to the G men is the punishment.
Either way, it’s the government pissing on our rights. They don’t need more people to run the checks, it’s a simple database query. They need more people to increase the size of their fiefdom.

“Remember…that the entire point of the NFA was to be ‘punitive’ to gun ownership.”
Yup. The “solution” then would be to set the transfer tax to $3,500. That’s not the Final Solution of course, but it would be a step in that direction.

With the 41P rulemaking that increase in sales could evaporate overnight with the refusal of sheriffs to sign off on trusts.
