Maybe she wanted to make a federal case out of it but all she needed to do is go to another FFL and truthfully answer the question “…an ILLEGAL user or addicted to…” with a simple no.
If everybody who does or has toked a bud said yes, then about 90% would forfeit their Consititutional rights. Better they should ask “Do you drink alcohol to excess?”
Ask any cop if he’d rather deal with a toker or a drunk.

That makes me wonder (again)… does federal law address use, or just possession and distribution? Because if use is covered, then answering that question with “no” would give the BATFEces an open-and-shut felony case against her for providing a false answer on the form.
Jake, no worries about perjury convictions based on a 4473 answer – Joe Biden, the Vice President his own self, has explained that the feds don’t have the time to prosecute anyone on that basis.
Even here in Colorado, as long as the laws are stuck in two gears at the same time, my view is that leafy lifestyle is not compatible with nitrocellulose lifestyle. Too many internet orders, y’know.

All depends on your definitions of “illegal” and “user”. Oh, and don’t inhale. Geez, didn’t Slick Willie teach ya’ll anything?

Maybe they are trying to cut down on gun owners who shoot sideways (banger style).
