Existing law is already “tougher” than this proposal. Why call a judge when you can call the cops who can bring them in for a 5150 evaluation? Sure the cops didn’t do anything in the Santa Barbara case, but judges are good at not doing anything too.

Are “signs” enough, or can omens and portents be used to enforce deprivation of rights, too?
